Meet the Founder & Principal
Alexander Berkley Ferguson has spent over forty (40) years in the aviation industry, with solid experience in both the private and public sectors. He started his aviation career at the age of 18 as a charter pilot and went on to be one of the youngest airline pilots to fly for Bahamas air.
Alex joined the Civil Aviation Authority Bahamas (CAA-B) in January 2018 as its first Legal Counsel and Board Secretary and became Acting Director General of CAA-B in April 2021. Alex was confirmed as the Director General of CAA-B by statutory appointment with effect from the 21 April 2022.
After more than (7) years at the helm of regulatory oversight and development of The Bahamas civil aviation commercial and general aviation sectors and the launch of The Bahamas commercial space transportation industry in early 2025, Alex retired as Director General of CAAB on 22 April 2025.
As Director General of CAA-B Alex oversaw the regulation of civil aviation operations in The Bahamas and had responsibility for maintaining safety and security standards in The Bahamas civil aviation industry as prescribed by the ICAO under the Chicago Convention and other aviation conventions, agreements, or undertakings to which The Bahamas is a party. Alex also had responsibility for the Authority’s day-to-day operations, managing all personnel and performing the functions conferred upon him by the Civil Aviation Authority Bahamas Act 2021 and as otherwise delegated to him.
Alex has a wealth of experience particularly in the field of regulatory affairs and technical oversight. He had responsibility for oversight activities related to flight safety and security operations of aircraft within Bahamian airspace and at all aerodromes and air navigation facilities operating within The Bahamas. He previously served as Chairman of the CAA-B regulations committee and as Board Secretary to the CAA-B’s Statutory Board. He previously served as a Ministerial appointed member of government Boards and Committees involved in the development of the national civil aviation initiatives.
Alex also oversaw a Ministerial appointed special project to license commercial space transportation activities within the sovereign territories of The Bahamas, in conjunction with the Federal Aviation Administration (FAA) commercial space transportation division (AST). He also oversaw projects to enhance commercial sea plane operations into water aerodromes and remote water landing sites around The Bahamas. Commercial UAV and AMM projects were also being explored under his portfolio.
In 2021, Alex oversaw the complete overhaul of The Bahamas civil aviation laws and regulations, with the enactment of the Civil Aviation Act 2021, the Civil Aviation Authority Bahamas Act 2021, and the introduction of the Bahamas Civil Aviation Regulations 2021.
In 2021, Alex oversaw the formal transfer of the Air Transport Licensing Division from the Ministry of Tourism, Aviation and Investments to CAA-B, and the establishment of the Air Transport Licensing Department within CAA-B. During his tenure, Alex licensed nearly 40 Bahamian and over 400 foreign commercial air transportation operators.
In November/December 2021, Alex led the CAA-B audit team into and successfully completed both the ICAO USOAP CMA ICVM safety audit and the ICAO USAP CMA security audit of The Bahamas civil aviation system. During his tenure Alex also oversaw regular USA TSA security audits of certain government aerodromes operating in The Bahamas.
In 2022 Alex oversaw the establishment of CAA-B’s UAV (Drones) unit as well as the civil aviation recreational sport unit. In collaboration with the US Parachute Association, Alex has approved several sky diving events in West End and Freeport Grand Bahama. Private skydiving and aerobatic events were also approved for a major cruise ship operator during his tenure.
In March 2023, in an effort to enhance the regularity and safety of commercial sea plane operations within The Bahamas, Alex introduced The Bahamas Water Aerodrome Regulations and approved numerous water landing (splash down) zones around The Bahamas.
In 2024, Alex saw to the acquisition of CAA-B’s first aircraft, a Cessna 421 Golden Eagle, which was purchased to enhance CAA-B’s surveillance and oversight of the 28 Bahamas government aerodromes and its air navigation services facilities throughout The Bahamas.
In late 2024 and early 2025 Alex oversaw the FAA IASA safety audit of the CAA-B safety oversight system, ensuring that The Bahamas retained its Category One (1) safety oversight rating, as was confirmed by the FAA in August 2024.
In January 2025, Alex was instrumental with the introduction of The Bahamas Civil Aviation (Space Flight and Re-entry) Regulations, having previously established a commercial space transportation licensing unit within CAA-B. That month he also signed a Memorandum of Cooperation on behalf of CAA-B with the FAA commercial space division (AST) in order to establish and maintain a shared understanding of the U.S. commercial space transportation regulations and to provide a basis for The Bahamas to recognize FAA commercial space transportation licenses. In February 2025 Alex issued the first Bahamas commercial space transportation license to SpaceX Technologies Inc. On February 18, 2025, the first landing of a commercial space transportation booster rocket (Falcon 9) by SpaceX Inc onto a drone ship in Bahamian waters took place. This first landing of a Booster Rocket in Bahamian waters was a deemed technical success.
Alex has received extensive training in the field of civil aviation and holds numerous training certificates/diplomas with distinction in international air law and civil aviation regulation and management of CAAs from ICAO (Montreal, South Korea, Singapore) and IATA (China, Thailand, United Kingdom). He has also received specific training for CAA Director General’s at
ICAO Montreal, Cebu Philippines and CAAS Singapore. Alex was awarded an Executive Education Certificate of completion of the Strategic Management of Regulatory and Enforcement Agencies
Program from the John F. Kennedy School of Government at Harvard University in the USA. Alex has represented The Bahamas at numerous civil aviation conferences, meetings, workshops, and other important civil aviation events around the world.
Prior to joining the CAA-B, Alex had a long legal career in private practice. He holds an LLB law degree with honors from the University of Buckingham England and qualified as a Barrister at Law at the Honorable Society of the Inner Temple in London England. Alex is a member of the England and Bahamas Bar and specialized in aviation and commercial law. He has represented a number of regional and international air carriers operating in The Bahamas, including twelve years (12) as Legal Counsel with the national airline, Bahamasair.
Prior to qualifying as a Barrister at law, Alex qualified as a professional pilot and flew aircraft for local air charter operators and the national flag carrier Bahamasair. He has flown more than 4500 hours. He was previously involved in other aviation-related interests and endeavors, including owning and flying his own aircraft.
Alex now continues his pursuit of operational competence and compliance in The
Bahamas civil aviation sector, through his start up Avigate (Bahamas), which he established in June 2025.
